Established the Islamic Broadcasting Union (formerly the Organization of Islamic States Broadcasting) a decision of the Sixth Conference of Foreign Ministers of Islamic countries in 1395 Hijrah (1975) and its General Secretariat was constituted in the middle of 1397 Hijrah (1977).
A broadcasting union is a body made up of broadcasting organizations from member countries. It is governed through its own statutes and important decisions are taken by a General Assembly which passed and modifies those statutes from time to time. The day to day running of the Union is done through its Secretariat and an Executive Council is formed to take executive decisions which is then ratified by the General Assembly.
The IBU is therefore a non-profit inter-governmental organization funded from the subscription of its members.

Dr. Mohamad Ahmed Sobaihi, born in Makkah al-Mukarramah.
Served as an official at the Ministry of the Communications, currently the Ministry of Post, Telephone and Telecommunications.
Moved on to the Ministry of Defense and Aviation and served there as a civil servant in the Aviation Department, currently the Air Force.
Later joined the Ministry of Information as a broadcaster at the K.S.A. Radio Station, before being promoted to several higher posts at the radio and television. The last post he held before being sent abroad for higher studies were that of director for the Television Station of Jeddah.
In the year 1392H he obtained his Bachelor of Arts Degree from King Saud University in Riyadh, Faculty of Arts, History Department.
He was later sent to the USA for higher studies.
Obtained a Master of Arts Degree from the University of Southern California in 1399H
Obtained a Ph.D. from the same university in 1402H. His research thesis was titled "The use of the television to meet the social needs in the K.S.A," a historic and analytical study aimed at achieving optimal use of this medium.
Was entrusted with the elaboration of a study for the establishment of the Saudi second TV channel.
Appointed as Director General of the second TV channel.

Made an appreciable contribution, along with the other concerned parties, to the establishment of the Middle East Broadcasting Corporation. (MBC) since its initial stages.
Dr. Mohamed Ahmed Sobaihi is one of the prominent and pioneering media people in the Kingdom of Saudi Arabia.
Dr. Sobaihi was known as a successful radio-broadcaster - then, as a governing official in the information sphere for over 30 years, and his outstanding contributions are still ongoing.
He was also known for his multiple programs - particularly religious ones directly and fully linked to the Holy Quran and the Prophet's noble traditions such as the programmed entitled "Today's Ruling" which was for several years, broadcast during the blessed month of Ramadan.
He also has a special program titled "Miracles in Brief" in which he discusses various Islamic issues, which illustrate the tolerance of Islam and its pioneering everlasting values and ethics.
Has published one book under the title of "The Television of the Kingdom of Saudi Arabia and its development stages".
Lectures on Saudi information from time to time.. and also on the blessed development of Kingdom of Saudi Arabia in the era of abundance, construction and progress, the era of the Custodian of the Two Holy Mosques, King Abdullah Bin Abdulaziz and his trustworthy Crown Prince.
Was awarded several shields and medallions and testimonies of appreciation both from inside and outside the Kingdom
